<change-started>
Use the <change-started> element to specify the date on which
the change was initiated.
The recommended best practice is to
use date strings that conform to the ISO 8601 standard, unless a unix-style machine timestamp is used. The string might contain a date and time (for
example, 2007-04-05T12:30-02:00) or just a date (for example,
2014-03-04).
